Only outside of incorporated jurisdictions such as Baltimore City according to the law. Unless they are engaged in an active pursuit or other emergency they need the request or authorization of the incorporated town or city to engage in their police role accorging to state law. They have authority to act but have to be requested.
MD DNR police are the only agency that can engage in their policing role anywhere in the state including incorporated areas by statute. They don't need to be requested or have it be an emergency to do so. This id what I was referring to.
That's correct. DNR were the first statewide police force and my guess is their powers were grandfathered in when Baltimore City was established and jurisdictions set.
That said, though, you rarely see DNR cops chasing people or running radar traps on land...at least in SoMD. They're a bit like ghosts down here. In fact, I see more CCSO vehicles parked at DNR's HQ over off of Substation Rd than I do their own vehicles.
As far as MdTA goes, my observations in Charles have been that if an MdTA cop spots you doing something against the law, he'll stop you, request CCSO or MSP, and worry about the paperwork later. One of them must live in the BR/IH area, cause I sometimes saw one loitering around BR Shopping Center for a few days. I also once heard an MdTA unit pull an SUV over on MD224. He had dispatch notify CCSO and I believe he stayed until CCSO arrived and took over the stop. Not sure if it was the same unit or not. Haven't seen any recently.
