MdTA Police testing

While on I-95 in Baltimore today, I copied what appeared to be radio testing on the MdTA Police system for the Fort McHenry, Key Bridge, and Harbor Tunnel freqs. At least one of and maybe both of the units involved in the test was mobile. One tech was amazed that the other could copy him 10-2 until about a mile south of the Mountain Road exit off of I-95 "even without" some sort of new equipment that was implied during the testing. Anyone know what's going on?

Probably related to them taking over patroling the northern section of I-95 instead of MSP.
They would have to extend coverage up to the Del. line.
