Earlier today, I heard an EMS unit talking to Oakwood Hospital on Med Channel 5: 463.1000 MHz. I noticed that HEMS was using a Digital PL of 631. Is this a replacement for the old 156.7 CTCSS PL tone?

Not according to the latest info I have, from the state. Thr info I have is more than 12 hours old, so could be outdated. :)

Med 5 (and Med 8, but I've never heard it used) is a repeater that HEMS set up in Dearborn a couple of years ago for Dearborn FD. The Dearborn repeaters do have DPLs..Med 5 is D631 and Med 8 is D315.

Also, just so everyone's on the same page, 156.7 is just the downriver PL (@ HFWH), the repeaters at St. Mary's use 97.4

156.7 is a common tone, for many of the multi-agency freqs. (Going by memory, many of the NIFOG entries use that tone.)
