Both MEMA and the Fire Marshall do use the system, just not on a day to day basis. You'll hear MEMA when there is a major event happening in the state (Hurricane, hazmat incident, major fire, etc.) The Fire Marshall will also be active for Hazmats and major fires. The on scene comms of the Fire Marshalls will be on one of the ITAC channels or one of their own direct freq's.

I have used Local Ops-9 in the past. Our radio system went down in a lightning storm, we didn't have any radio at the dispatch center. Our fire dept. received 6 portable for the state system from mema in case of an emergency. We used them in our dispatch center and in the cruisers. They worked well. I have also head Local Ops-9 being used for the UMass detail in Amherst for the Hobart Hodown, when local, state and Umass Police were all together.

MEMA

Yes MEMA does have a regional control centers on the system and whenever there's a severe weather alert or major hazmat, MEMA will make an accouncement over the trunking system.
