Policies / Comments
This FULL plan is ONLY for “MERA Failure / Overload / Disaster”
CountyWide implementation may only be called for by the Marin County Fire Chief (as Mutual Aid Coordinator).
Partial implementation may be called for by the IC or other Chief Officer of a large event in the fire dispatch zone affected by the MERA overload in due to said large event, in which case only the VHF freqs for that dispatch zone would be activated.
Some of the Command and Control channels do have some other uses than the above plan, such as:
a.__Marin Local serves as a local response channel when CDF responds into Marin.
b.__CDF CMD 2 has for many years been the CDF/MCFD CMD Channel.
c.__XMR-EMS (AKA) Marin-17 can be used for medical coordination at large events or for med flights.
d.__Any Command and Control channel may be used in MERA Dead areas (MERA covers only 80% of the County).
Other Polices:
During normal operations the Marin County Chiefs policy for wildland fires is use the MERA CMD channels for CMD, but use White 2 then White 3 for Tacs. This automatically reduces MERA overload by taking all Tacs off MERA from the start.
During normal operations Many of the Departments in MERA dead zones use the already listed in the RR Database freqs for “Out of Range Tacs”
There are probably many other things to hear on these freqs as time go on
TIPS:
CDF Tac 1 is also used by Santa Clara County Parks, off VERY high mt tops. If you use a BC780 or above you can use the minus (-) PL feature and enter “-107.2“ as the PL and it will stop on ALL other PLs except 107.2
CDF Tac 4 is also used by Santa Clara County SAR use “-162.2” to bypass them.
Final comment:
Do you think the Fire Chiefs knew something when MERA was in the planning stages, MERA, MERA CONSULTANTS, RADIO SHOP --> “Trust us it will work fine”
The Fire Chiefs grabbed up all the old VHF public works, medical, and misc City channels that were to be had and put this “back up plan” together. Very smart on their part….
