Meriden, CT Trunking System?

I was looking for railroad licenses for all the major cities in CT and NY and i came across this license :

It looks like a trunked system from the license designation, does anyone know anything about this? i am in brooklyn so i can't monitor this and see what it is...

As of right now, Meriden is not operating a trunked system. This license was issued back in 2003 and on the main page of the license, it states down be;low "slow growth".

Meriden PD is assigned to operate on 852.78750, 854.28750, 866.01250 & 855.51250 conventionally under the WNNM914 call sign. I don't know if they event began looking into going to a trunked system and with the way of things are going lately, who knows. But I can assure you it is currently not active at all.
