Mesquite Nevada and Police Dispatch (voice inversion encryption)

Total NEWB here, so bare with me. I live in Mesquite Nevada where the Police Dispatch (voice inversion encryption) is used. My Scanner is a RadioShack PRO-164. Is there a way to get a clear voice signal over this (voice inversion encryption)?

If it's simple inversion there are computer programs and actual kits to decode it. If it makes a clucking noise it's rolling code and you are basically out of luck.

As of the day that the little girl drowned in the river Mesquite Police/Fire/EMS Dispatch has removed the encryption, BUT you can be arrested for illegal use of the radio(s). The reason the lifted the encryption is because LV Metro, CERT, & Other organizations that came to help in the search could not connect with the Dispatch Centers
