Method/Approach of programing

I am curious what method people use for designing/programing banks. Region,type(PD,FD,EMS) or specific departments such as Anytown PD and all tac and secondary channels? I only use two banks so far.
I have my for work frequencies, which has everything from Fire,PD and tac channels to animal control and then a bank that just has fires and the tac channels. This is all in my portable. When I get my mobile set up running it would be strictly regional.

I own two portable's (Radio Shack Pro-95 & Pro-164) and a Radio Shack Pro-2051 mobile for the car. My way is to use each bank for an area. For example I live in West Palm Beach,FL so Bank 1 on the Pro-164 is everything WPB. Bank 2 is everything Palm Beach County and so on and so forth. The only deviation to that system is that most all public safety down here is 800 Mhz trunked and half the systems are rebanded and half are not. The Pro-95 will not track the systems rebanded so I have put most of the non-rebanded systems in the 95 and the rebanded systems in the Pro-164 because it will follow them. I also have a special bank for air/railroad as well as a special bank for misc. I guess the only draw back is I mix public safety with business in the same bank, but thats what lock out is for. It really comes down to whatever works for you :)

Yeah the FCC is making public safety agencies vacate the 866 Mhz for 851 Mhz. The problem is the way motorola handles there trunking. They have this coded system that is hardwired into older scanners. Well when the frequencies shifted (rebanded) the coded system changed but older scanners couldn't.

I live in Milwaukee WI. I have one bank for fire departments. One bank for misc. Milwaukee County and Suburban departments(Milwaukee County Transit is my favorite in this bank). One for Greenfield as they have their own 800 system). One for Waukesha County. One bank for school buses. Talk about entertainment :). One bank for Milwaukee County mobiles for the 800 system for closeby monitoring. I also have Milwaukee County trunked system on there as there are many odd ball talkgroups that get used for special events or large emergencies. I also have MAYFAIR and SOUTHRIDGE malls on there since they use the county system for quick communciations for their respective PD's. I have a bank for general private transportation whick includes COACH USA and airport ramp frequencies plus a few selected aircraft and railroad freqs. One bank for all of the MURS and FRS and some public works and utilities. Finally I have 2 banks that are for spare and travel.

I think I should go through and clean out all the miscellaneous stuff from my first bank(work related). As a non-LE park ranger I really don't need state narcotics enforcement in that bank. I should get some programing software and the cable.

Programming your radio via a program off the computer is a god send!!!!! So much more easier. And radioreference has links for just about every radio programming software.

Ok. So for rebanding, in a nut shell. Agencies are simply switching the frequencies they use?
Normally 866-869 MHz freqs will reduce by 15 MHz. Thus reduce MOT and P25 control/alt control frequencies accordingly in your GRE/RS scanner.

In P25 systems maintain P25 Auto as type. In Motorola systems you'll need to set 6 T-Tables by changing from Default to Custom.
Use top 6 tables @ http://forums.radioreference.com/radio-shack-scanners/100208-programming-pro-96-2096-rebanded-motorola-trunked-systems.html This also applies to newer GRE/RS scanners.
Reduce all frequencies for EDACS/LTR systems and maintain LCN
