Metro North Railroad 161.4100 MHz??

I was looking through some Metro North frequencies and I happened to come across this one that I was unsure of.

I know they have 160.4100 which is used by the New Haven Maintenance of Way. I found 161.4100 MHz under the license KJB264 and it's transmitter is at the Dover Plains Train station. It is licensed as FB at 75 watts.

On another forum site it was mentioned that this frequency was linked to some sort of "bat phone", so that answers my question.
