Are you sure you are not picking up NJICS system? These talkgroups look like the ones on that system.
There are identical control channels across these two systems. You might think you are picking up MRRS but actually you are picking up NJICS

Would make sense given the fact that at least one TG on the NJICS is indeed EMS. If CC's are identical across both systems & ID Search is enabled on your scanner then yes, it may receive traffic from the opposite system

You're picking up a NJICS site, not the MRRS. The two systems share frequencies, as has been pointed out. The SDS100 is capable of displaying the SysID, WACN, SiteID, and Site NAC. Pay attention to those variables and you will have your answer.
