All antennas like this one are compromises in some way. It may 'work', but that says nothing about how well it will work. They all deal with harmonic frequency relations which means that it may certainly get 'close', but ain't never gonna be 'good'. Also being very cheap (frugal?) I can't see paying that kind of price for a simple electrical conductor, you know?
I can say that having a -good- ground radial system is a requirement no matter what the advertising says. It's also a nice thing to have a capable tuner handy.
