The City of Miami, Miami Beach and Hialeah went even further with a Memorandum of Understanding to connect their individual radio systems so police and fire can communicate outside of their respective city’s coverage without changing radio channels, making it a regional-type system. According to this MOU, there are a number of select talkgroups from each agency’s system that have been pre authorized or set up to roam across the other systems automatically. So not all talkgroups roam. Miami’s system serves as the primary core with Miami Beach and Hialeah maintaining independent backup cores.
