I now see MBPD P25 talk groups in the DB listed as "D" , not "DE" are these in the clear?

1002	3ea	D	MBPD 1 South	MBPD Soruh Dispatch	Law Dispatch
1003	3eb	D	MBPD 2 North	MBPD North Dispatch

*Are these Verified to be in the clear? PD talkgroups were all full time E. Maybe swiching off E cured their reception issues?
