On some more isolated/rural cells and towers, this additional channel loading could help to justify the number of voice pairs at that site.

FirstEnergy (mostly its local subsidiaries/child companies) use PA STAR-NET in some areas of PA. The majority of this use is mobile data in poorly-served cell network areas.

Correct, ITC has been on for years and unless someone forgets, encrypted.

Where are ITC talk groups in use? In SE MI, I've never logged one.

Haven't seen any of the new DTE groups either although some has based on a previous post.
I'm guessing the MPSCS DTE radios haven't been deployed yet and this may have been tests.

I heard ITC here off the barry/kent area. they used to be in the clear but are not encrypted so I have them locked out.

The Nevada Shared Radio System is like this. The FCC issued a waiver so NV Energy could operate on a system using public safety frequencies.
