Well this is interesting and a bit unconventional (in more ways than one). Came across what I thought was a new CAP+ system but it's bursting away as L8-4. Was able to observe the repeater ID itself, WPRX690 which would indeed place it in Reading (Birdsboro) The control data at 454.24375 is still evident although much weaker than the data bursts at 461.900. Updated NL for Site 4 is below

I believe you caught it on it's alternate CC, This could be the key factor as to where the site really is.
That frequency is licensed for Birdsboro not Mt Penn/Lower Alsace, WPVF400/WPRX690 the 454 would be at the same location. Using Occam's Razor.

I live on the South side of the mountain where the fire tower is located in MtPenn.
Using my 436 with the duck antenna I get a decode on 454.24375; nothing on 461.900.

I would expect either site to be strong on the south side with a duck, Question is, Where does it come in strongest with no antenna.. Up top or down the road a bit between Kulptown and Geigertown?

I'm close to hitting the submit button, One interesting discovery going through the logs was this CAP+ system interfering with L8-29 Howard Communications (Capacity Plus) Trunking System, Baltimore, Maryland

Cool. voice activity on TS:2 of the control channel. Was always fairly common with CON+, less common with T3. But, if you only have one or two freqs in use at a site, then it certainly makes sense to have that ability enabled.

That LSN shown for site L8-31 is interesting (and I'm sure Brent at the very least will find it interesting). That would be 454.45625, but not with an expected 30xx LCN / 60xx LSN.

Best bet it to shut it down, restart and see if it still shows 15, 23, 26, 28, 31. Sometimes, if you leave it running and the signal is marginal, you'll get bad data.

If you do shut it down, restart, and thta full list of neighbors is there, please post the screenshot that shows the neighbors with their CC= data

Are you going for a record as far as how many names you come up with for a site? Pretty sure the MADRN map back in the day had it as Black Moshannon.

And when I commented previously about 454.4625 my brain was thinking about .xxxxx frequencies, you know, the ones with the 30xx LCNs. I was no longer puzzled once I realized it was a .xxxx and not .xxxxx
