Need help again.I am attempting to monitor the EDAC Middlesex Copunty system on a Uniden 396 t. I used the info from the Radio Reference data base but have only heard whats sound like DPW. The system says it is digital but my scanner is deaf on this system.
Is anyone monitoring this successfully?

Digital Voice on EDACS systems cannot be monitored by scanners. You can only listen to the analog talkgroups.

The Sheriff's Department, Prosecutor's Office, and Emergency Management use ProVoice Digital, which, unfortunately, no digital scanner can monitor. They don't want the public listening to them, but I can guarantee, the next time they come up empty in a major crime investigation, they'll be crying for the public's help.

As Ken indicated, Sheriff, Prosecutor, Emergency Management, Medical Examiner, and hazmat are all PROVOICE that cannot be monitored except with a MaCom radio that has all the customizations turned on and properly programmed. What you are hearing is the Department of Highways and Bridges that is all analog. Most of the Health Department is analog and so is the Area Wide Transportation minivans. engineering, and other non-public safety forces. The trend here is to continue to drift toward PROVOICE which is not just a simple inversion encryption but a proprietary system.

There's still a little analog on HazMat and and Sheriff talkgroups (Sheriff it's only, and not always, the consoles), and I think OEM too. The percentage of digital transmissions by those users is definitely increasing, but it isn't quite 100% yet so if you're interested you may still want to program those talkgroups in. As you noticed, the 396 will skip the Provoice transmissions so you won't be listening to the digital "noise".

Under the current Tech Tron efforts, Hazmat base and mobiles have been set to PROVOICE as has OEM. The little you may here in analog are those units still awaiting the programming and/or installation of the chip for the older Prism and LPE units.

Some dispatcher was analog on the HazMat Dispatch talkgroup this morning. I don't remember what identifier they used (and it's possible they were using a mobile or portable, instead of a console). They provided the initial incident information and continued with the dispatch as the unit (presumably; they were digital) requested additional information and called en-route, etc. This was definitely the trunked system, not one of the conventional channels.

I've also heard dispatchers in analog on some of the sheriff talkgroups within the past week. Will they finally be going 100% digital? I'd almost prefer it; the half-analog and half-digital wreaks havoc when I try to monitor using ETRUNK and I prefer to avoid a work-around with priorities.
