Middletown First aid, Mutual Aid

I heard today Middletown, all call, all 5 first aid squads IN Middletown go to 3rd and final request for an in town call, what happens next if no one is available? do they go mutual aid as in out of town mutual aid after no in town "mutual aid" is available? how long does the process take before a rig finally arrives on scene? I'm an emergency responder too, I'm not trying to pick on anyone here or start a debate/argument, I'm just curious as to how this works.

In Morris and Sussex Counties, after three tries for the local EMS, it goes to mutual aid.

They usually don't do a '3rd and final" in Middletown. (Red Bank does though). I've heard them go 9th and 10th request on many occasions. There is a Monoc BLS (818) staged at the Middletown town hall complex Monday through Friday 5am-5pm. It must have already been tied up on a call.
