08GMC, What I did with freescan was to use the "frequency fill" feature and write a program using 25 khz spacing. I have one that I started at 136.0 mhz and ending at 144.0 mhz. . I also made one that I broke down into segments for the 225 -380 mhz. using the same frequency fill feature, It will save you months of typing as there are about 7,000 frequencies. The only problem is that here in Morris county there is a lot of unwanted noise from computers and other electronic junk that will cause the radio to stop scanning and lock in on this junk noise. you will have to try it and see what you area is like for noise.
I do get alot of hits in the 136-144 range.
