What form of modulation is used? Does it depend on freq? Are they moving to digital?

Depends on frequency and type of radio. Some are already digital and have been for decades.

Military moudlation

If your talking about the 225-399mhz it is AM but the downlink Satcom frequencies are in FM and WBFM other wise. also the 380-400mhz is being use for military trunking for the bases and ar P25 phase I & II
