Just bought a PRO-197 and am coming up to speed so go easy on me. 
The first talk groups I programmed in were the MPD ones. I'm a bit confused though in how RR lists the precinct dispatches:
2954 b8a D MPLS PD 1 DI Minneapolis Police 1 - Precinct 3 Law Dispatch
2958 b8e D MPLS PD 3 DI Minneapolis Police 3 - Precinct 2 - 5 Law Dispatch
I interpret this as precinct 3 dispatch using 2954 and precincts 2 and 5 using 2958. Where are the other precincts?
I know all 5 precincts are dispatched from the same room in the City Hall basement. Do the talk group assignments ebb and flow with how busy the MPD is and perhaps with the availability of dispatchers? For example, during busy periods all 5 precincts may require separate dispatches but in quieter times they may consolidate to smaller numbers of dispatches. Can individual precinct dispatches be in one talk group one day and in another on a different day?
