Minneapolis PD Talk Groups

Just bought a PRO-197 and am coming up to speed so go easy on me. :) The first talk groups I programmed in were the MPD ones. I'm a bit confused though in how RR lists the precinct dispatches:

2954 b8a D MPLS PD 1 DI Minneapolis Police 1 - Precinct 3 Law Dispatch
2958 b8e D MPLS PD 3 DI Minneapolis Police 3 - Precinct 2 - 5 Law Dispatch

I interpret this as precinct 3 dispatch using 2954 and precincts 2 and 5 using 2958. Where are the other precincts?

I know all 5 precincts are dispatched from the same room in the City Hall basement. Do the talk group assignments ebb and flow with how busy the MPD is and perhaps with the availability of dispatchers? For example, during busy periods all 5 precincts may require separate dispatches but in quieter times they may consolidate to smaller numbers of dispatches. Can individual precinct dispatches be in one talk group one day and in another on a different day?

there are 4 dispatch talkgroups. 3 are primary and one is a spare. they always use at least ch 1 and ch 2, and they add ch 3 during busier hours. the only precinct that is always on the same talkgroup is the 4th precinct, which is always on Ch 2.

Just found this on scanfan.com:

2 channel dispatch (overnights)
chan 1: 3rd & 5th
chan 2: 1st, 2nd & 4th

3 channel dispatch (days)
chan 1: 2nd & 3rd
chan 2 4th
chan 3: 5th & 1st

4 channel dispatch (peak periods)
chan 1: 3rd
chan 2 4th
chan 3: 1st & 2nd
chan 4: 5th

You can determine the precinct in the OTA chatter by the call signs... 100's = 1st precinct, 200's = 2nd precinct, 300's = 3rd precinct, etc, etc.
