What scanner do I need to listen to Mishawaka Police and Fire?

Taking a look at the database the system is P25 Phase-I. However a phenomenon known as simulcast distortion may be prevalent here depending on your location in relation to two or more simulcasting towers. I strongly recommend a Uniden SDS100 or SDS200 to combat the detrimental effects of simulcast distortion. This system is P25 Phase 1, talkgroups in the database are not encrypted. However, this is a simulcast system which most scanners have problems receiving. While other scanners may work, depending on your location, to ensure you will be able to monitor the traffic a UNIDEN SDS scanner is your best bet. Other options are a Unication pager or SDR dongle running DSD+, Unitrunker V2 or similar software.

That Mishawaka radio system isn't used anymore. Mishawaka PD and Fire are on the state SAFE-T system. Check the St Joe County talkgroup listing under SAFE-T and you will find them there.
Might be a good idea for someone to request an update to the database saying they've moved to Safe-T if they are indeed here full time. As it's currently shown one unfamiliar with the area may be lead to believe they still operate there...

I live in the relative area and use an "older" Grecom PSR-800 which works great picking up anything in St. Joseph County or you can use a Whistler TRX-1 which is an updated version of the PSR-800. Mishawaka does also still use their system as well as have a rebroadcast on SAFE-T for PD only. Mishawaka Fire does not have talkgroups on SAFE-T that I am aware of or are in the database.

I have tho heard Mishawaka Fire dispatching through the County Fire channel. I don't know if instead of having their own TGs they're using county TG's . Maybe someone else might know.

South Bend has 7 of their own Fire Disp and Fireground TGs on SAFE-T, do they use those?

I can't say I have ever heard anything on them. I used to run unitrunker semi regularly just to log talkgroup hits. That was from around when the combined dispatch center opened, maybe early 2018, to sometime in 2020. In however long I ran it for logging in that time, TG12572, which is labeled as being SBFD Dispatch, had 13 hits. In the same unknown number of hours of logging this site, TG12571, which is the County Fire Dispatch/Locution had 827 hits. The TGs labeled as SBFD Fireground had similarly low numbers of hits. At some point I removed them from my G4. I'll have to dig out my SDR to see if anything else is being done on those TGs now. Early on after Mishawaka, St Joe County, and SB all moved to the combined dispatch center, two of the TGs that were originally marked as SBFD Fireground were changed to Mishawaka PD Dispatch and Ch 2 so I also took that as a sign that South Bend Fire wasn't using them. I do see that someone has a few of those talkgroups set up on Broadcastify Calls. If anyone has access to looking back at old calls for those talkgroups they could see if there is any recent use.

I don't normally monitor Elkhart county on Unitrunker. Although I have a few times. I'll check mine as well.

I listen to South Bend so infrequent I thought it was in Elkhart Co yesterday. 🤣 SMH.

I have 3 hits on South Bend FG-2 TG12238 from 07/03/21 - 10/01/22. If I monitor St Joseph Co is either during a band opening, or while passing thru the area hunting other radio systems.

EDIT: As I'm sitting here monitoring the Plymouth site, ST Joe county RID 7110394, RA-17 (?) just joined the South Bend FG-2 TG.
