... there has been an issue where I will miss approximately the first 400ms of a transmission ...
If you set the display to mode 2 it will show the frequency of the channel. If you study the display while a call comes in, does it immediately go to the voice frequency and then waits 400mS before you get any sound, or does it seem to wait the 400mS on the control channel frequency and then when it goes to the voice channel it immediately outputs audio?

Keep the voice channels at Analog Only mode to stop using Digital Waiting Time, if there's a bug with that function.

when our county first changed from 800 to 700 Mhz we noticed a lot of dead keys for responses from dispatch.
we assumed our setting were off a bit or this is the nature of our new system.
that is until the units started to say "can you repeat that" which meant it was not us.
the wife got to talk to a high rank guy, a captain i think, and he confirmed the quick draw mic of some dispatches.
on some calls it did not matter as they only needed to know that dispatch copied them so "" was good enough.
but since they let that happen it continued to happen. it has since been taken care of as too many complained.
so if you could pay attention to who is a quick draw and what has to actually said.
"" = 10-4
"" = OK
"you" =thank you
get the idea ?
oh and one of the dispatchers would loose the last word. too fast to the other end.
