Newbee here...it appears Newberg Oregon police, fire, etc. are missing, any ideas here?

Probably because no one has submitted the info to the DB! This is a crowd sourced thing...relies on all of us to submit frequency, mode, use, etc and then it is checked and entered into the DB.

Correct, the Newberg fire channels are part of TVF&R but PD still s on their own Newberg talk groups. Those are encrypted though.
