You got me as to why. It's been a few years since I volunteered with MEMA, but I suspect their primary comms are still on satcom.

I remember being with them on a scene years ago with them and the guy had a UHF portable. I am guessing that with that frequency that it may be for a in car repeater to link them back to the satcom from outside of the vehicle.

was first thing I thought but then they have it licensed for 45 watts. often link hts to car are licensed for like one watt or something, but maybe just covering the bases

SatCom is only used for Interstate EMA to EMA now. It is not used by them for daily use at all any more and should have been removed from all vehicles. It was far too expensive. Same for F&W's SatCom. MSWIN is what is used for daily operations. UHF is for the following: Interop with Feds on the UHF Fed/Non Fed system, and as scene to vehicle for the few spots MSWIN HT's are not great. Also for use on the State EOC UHF system that is in place for internal ops.
