OK, FIRST thing... there are NO officially endorsed 10-codes, etc for use with MOSWIN....when you take a class on using their network in fact they strongly discourage the use because there are so many variations: and encourage plain language..BUT a lot of variations of the MO Standard 10-codes have carried over in use in spite of DPS discouraging their use...
HOWEVER, as I stated this appears to be a regional use of a variation that was used in Johnson County area as a retired Highway Patrol dispatcher I happened to talk to today filled me in... she has a binder full of the different 10 code variations for MO. and here is what she found for you
so according to this chart a 10-97, J5 would be "officer has arrived on scene of burglary"...

In my personal experience, I find it highly unlikely that a department uses anything like that number of J-modifiers. Not saying it hasn't ever happened, or didn't, but it would be way up on my list of "unlikely" J4 was about as far as my departments ever got into anything and I only heard that with a fatality 10-50. If you have to look it up on a list on your visor to call it in, well, it just never happened. Not preaching, just my experience.

10-97 J-5 used to be Caution indicator from BATF, basically they've had interaction with them for severe weapons charges, not real common.
So I guess it's still in use.
