What does this mean Missouri Department of Transportation CD NC and Missouri Department of Transportation CD NE

NC and NE would be North Central and Northeast, respectively. CD has me stumped.

EDIT: I found reference to Central District, so maybe Central District North Central and Northeast.

The only thing that comes to mind is Response <something> Team, but I couldn't find anything like that on their EMA site.
