I have seen a talk group either. I know they are talk groups but I am used to the days they were called a frequency.
I cannot find anything for inter agency talking.

Its been a few years since I've heard anything in Macomb on 155.3700.I think there is still one of the older inter-city VHF frequencies in use there, maybe 155.370?

When somebody uses a talkgroup the system assigns an unused frequency at each site where there are users on that talkgroup.
You program the site frequencies for the sites closest to you and you program the talkgoup IDs for the talkgroups you want to hear.
