Unless you need heavy low band action, the Larsen NMO-150-450-800 is a really good option. $29 at Antenna Farm and it's well built.
I've got 30 year old Larsen antennas I'm still using, they've outlasted some of the vehicles they've been installed on.
Laird is a good reputable brand, also.
Avoid the Chinese/hammy grade stuff, while it may save you a few bucks (maybe), you'll regret it.

Can anyone tell me the best mobile all band scanner antenna might be? NMO mount...

OK, I'll tell you, but only because I have a special place in my heart for the time I spent at Goodfellow... and Jeff was right:

The Larsen NMO150-450-800 Tri-Band.

You can buy it for under $40 bucks--it's my favorite all around scanner antenna.

Good luck.

I got the Laird version of the one mmckenna made reference to. It seems to do pretty well. I think I will buy the Larson in the near future as well to see how they compare.

Another Larsen Tri-Band fan here. Had it mounted to my pervious vehicle and got great results on Air, VHF, UHF, and 7/800.

I replaced it not because I was unhappy with it, but I needed something more car wash friendly, so I'm now using a "STI-CO ROOF-FT-NITI."
