If you want it easy to take out, get the power from the cig lighter; if you want it more permanent you can get it from the fuse block under the dash.
If you get it from ther battery be sure it is fused properly near the battery or else you will have a real problem if it shorts out.

I clamped mine to the cigarette lighter power cable. This is an all time hot fused wire, thus not effected by the ignition circuit.

mines direct to a cig adaptor, since i take mine out from time to time. like the above posts. i would recommend a hard wire install if it will be a permenant installation.

go to the auto parts store and get a fuse with a positive wire on it crimp the positive wire from the power cord and find a good ground and ground the negitive wire to the frame. run it to your stereo fuse under the dash because the car radio has extra chokes for alt. noise, the only problem is you got to have the key in for the radio to power up.

If you do go to the battery, do not connect the black (ground) wire there. There is too likely a problem that if the chassis loses connection to the battery the starter current (or ANY current would take the only path left - through the scanner, via the ground wire, back to the battery. Do you really want that much current flowing through your scanner's circuitry? I don't think so - even for a millisecond. (which is much less time than it takes any fuse to blow)
Run the ground wire to a good chassis ground, NOT the battery.
