Mobile Scanning in a vehicle in TX !!

Question: Is it legal to carry and use "Inside a moving vehicle" a Scanner in the state of Texas if you are a civilian in no way affiliated with public saftey for the personal use of entertainment ? :?: ? :?

In the state of TX you can do everything with a scanner (up to and including colonoscopy using the antenna) that is not illegal according to federal law.
