Monitoring Cary FD/PD/etc.

I've downloaded the database for Cary's transmissions and have not heard any activity. Any help would be greatly appreciated.

As indicated by the RR database Cary Police is encrypted:
Cary City Services (Project 25) System Trunking System, Cary, North Carolina - Scanner Frequencies

Monitoring them is not an option.

Cary Fire is in the clear and easily heard from most areas of Wake County.
I would check and make sure you have all of the Control Channels downloaded.
