Monitoring Jefferson County Fire Depts?

I am asking for a friend that I work with. He lives in Jefferson County and is looking to purchase a scanner. He was asking what type he would need to monitor his fire depts. It looks like they use DMR but I can not tell if it is encrypted or not. Thanks

the last time i listened to them they were not and now that i am thinking about it i think wrens fire is still all or partially on their analog freq. i know i have heard fire paging tests on the analog fire freqs. of course i guess they could do paging/dispatch on the analog and fireground, etc. on the DMR. anyways the last few times i listened to jefferson county i don't recall ever hearing any encryption but i don't listen regularly.

That's what he was saying. They use the VHF analog for the tones and to dispatch the calls. I'm thinking all other voice transmissions are over the DMR system. He was just making sure before purchasing a scanner.
