Looking at info here:

Would I be correct in saying that the 'main sites' are going to be the East and West Zones? And the other zones are 'fill ins'?

Trying to figure out how to program my 396 and trying to minimize the number of systems I need to dedicate.

I monitor with a 796. Programmed all freq. in no particular order but the list you have has duplicates, so program only once. Be careful to program Base, Offset, etc. Two settings of this required. System is currently having trouble with overpowered control station sites so you will hear what sounds like skip sometimes. Fix on the way.

I can't think of any talkgroups that would have all its radios affiliated on the West Zone but not on the east, therefore it's good to have them both programmed in, but since it's a smartzone system you should be able to hear all the system traffic just listening to the east system, because they simulcast. Check my talkgroup list on bayscan and feel free to drop me an email if you have any more questions.
