Which channel would be used for barge traffic on the Arkansas River traveling through the various locks in eastern Oklahoma?

I'd watch Ch-13 156.650. That's the navigational channel for inland waterways except maybe the lower Mississippi. You'll most likely hear traffic between vessels, drawbridges, locks etc. there.
But as vessels approach locks, there may be a deckhand stationed at the front of the barge communicating with the pilot. This will generally be on a channel unique to that vessel. You'll need to scan for that.
I would avoid using your marine 'service search'. They sometimes don't include non-US channels, which may still be available on user radios. I generally band scan 156.000-157.425.
