With every major (and small) cities in the US installing security cameras at every street corner. I was wondering if anyone tried to monitor them. Most cameras have what looks like most are in 2.4-2.7GHz range flat panel antenna.

In case you don't know what antennas I'm referring to, here's a picture of one of them.

Go to Google and type in:
inurl:/view/index.shtml

The above will work on the wireless cameras connected to the net. If you want to monitor using a scanner, you have to be in range and use one with a monitor like the Icom- R3 I believe. Or save your money and buy a rear view bumper camera (for cars, trucks), they use wireless 2.4GHz and you can switch channels to see if anything else is out there.

Good to know, I didn't know the bumper cameras operate on 2.4

Some bumper cams may be wired, but I have seen 2.4GHz wireless ones. As far as the networked wireless cams you CAN password protect them so people can't view your camera, but most people don't.
