Monroe County 155.790 ?

I'm hearing this clear as day on a rubber duck antenna in Western Dane County tonight, and after much debate I believe it to be Monroe County. The dispatcher (identifying as "county") referred to it as "channel 1", and I'm hearing units in the 500-range as well as "three david ***" units. At first I thought this was Dane County's "tactical response team" channel (as labeled in this database) being patched with a Madison talk group (david units)...but I had doubts because I've never heard Dane County use the frequency before.

Am I hearing Monroe County, or something else entirely?

There was a massive band opening last night. Northern and central IL was coming in full strength for a short bit. May have been that. PL/DPL captured? 155.79 in Dane Co has two uses and two different PLs.

Unfortunately I wasn't using a PL-decoding device at the time. I know it wasn't Dane County. Inow believe it was McHenry County IL because I did hear a few mentions of Route 176, which does not exist in WI.

What are Dane County's two uses of this frequency?

PL173.8 is the TRT (portable repeater or simplex).
PL167.9 is programmed as "Surburban Car-to-Car" (simplex) -- both infrequently used.

The County reuses many freqs (especially DPW) with different PLs for low-use channels.
