I heard from a friend of mine that the tower in Whiteford has some issues that will be addressed in the near future. Moreover, this tower doesn't offer 360 degree, omni-directional coverage like all the other towers.
The Whiteford tower uses two dipole-type antennas that send the strongest transmit and receive patterns only to the north and east. The purpose of this move was to ensure that the tower would have little or no affect on the state of Ohio, since its so close to the border. While this is great for Monroe County, it tends to greatly diminish the signal strength areas to the south.
You may want to consider a high-gain, Yagi type of antenna and point it towards the north?
