Monroe/Ontario County P25 Programming issues

I have been trying to program a Uniden BCD996XT for a friend and have not recieved any transmission from either County. I have been using Freescan to do the programming and it all goes into the scanner fine and then stops on none of the channels.

Now that these counties are going to Phase II, I have bought a BCD996P2 and the same problem exists with this scanner, programs fine but does not recieve anything.
(both scanners recieve VHF and UHF channels fine)

Please I need some guidance.

i do not know much about that scanner... but ill ask a few generic questions,,

Did you program in all control channels associated with system id 227?

did you program in the talk group id's you want to monitor? TGID 430, 431, 432, 433, etc..

when it scans, does it show a signal strength bar? the system is still in phase 1 currently.

I just used the FREESCAN software to do the programming. I put everything on the Monroe/Ontario P25 system.
I have all the sites on their own Quickkeys and the Groups on their own Quickkeys too.

Sort of. I added an external antenna and was able to catch some transmissions, a little garbled.
So my scanners included a 996xt and 2 996P2's. I took a programmed P2 out to my fathers in Bristol, it started picking up clearer out there on the south towers. That told me that my problem in Victor was a reception issue. I still want to figure this garbled thing out.
