This morning when running my Unitrunker on the Howard county simulcast,it showed under peers sight 5-1 with Zone Bee00-4A2,Remote 005-001 showing up but no and with a control channel showing 01-1876 as active. Also I believe the Charles County Tower 001-30 with control channel of 01-1928 is also showing up as well.
I find this ah interesting as it might be they are testing the towers to bring them online in the not to far distant future. What say ye all?

Good find! They are supposed to be performing coverage testing on the Montgomery County simulcast cell this month, so it looks like they are lighting up the towers.

Channel 1876 = 773.73125
Channel 1928 = 774.05625 (rrdb shows this as the acch for Charles)

Are you seeing Site 01-030 as a neighbor / peer off the Howard County site? 01-030 would be a new Zone 1 site, thus not Charles County as they are a Zone 5 site.

EDIT: 774.05625 is assigned to the new Carroll County simulcast site. If you are seeing it peering with Howard County simulcast, then it looks like at least the prime site is up, and makes sense geographically.

EDIT2: 774.05625 is resued in the following sites: Alleghany Garret Simulcast; Charles County Simulcast; Cecil County Simulcast; Carroll County Simulcast.

It is a simulcast site that will consist of at least two subsites, one in Sykesville and one in Taylorsville. Eventually the Westminster ASR and possibly other sites will be merged as well.

Where is this Montgomery tower site? Is this the new(ish) tower behind Co 16 at University Blvd at 495?

There is no singular "Montgomery tower." There is a Montgomery simulcast cell that consists of 6 tower sites, with the prime site in Shady Grove, and the subsites essentially deployed along I-270, I-495, and the ICC. There is no FIRST tower site at Station 16.
