If I recall correctly, that change actually took place quite a while before the Type II switch. They had already switched to North and South Dispatch back when they were still "A" (000-1) and "C" (000-3). They did it because the "EMS Dispatcher" was way overworked compared to the fire dispatcher. Splitting the county at Memorial Drive evened the two dispatchers jobs out.

With the exception of a preference for correct text tags on the radio screen, reprogramming would not be required just to use their existing talkgroups differently. The Type II change actually required reprogramming because the talkgroup numbers themselves had to change.
Also, the rumor I have heard is that they are considering moving RESPONSES off the dispatch channels, not actually having four dispatch channels. In other words, they would continue to have only North and South dispatch, but units responding on EMS traffic would respond and operate on a TAC channel. It could turn out to be similar to how Gwinnett does it, assigning a TAC for all incidents and having units currently on a scene, no matter how small or large, communicate with the dispatcher on a talkgroup OTHER than the main dispatch talkgroup (i.e TAC-2 in Gwinnett).
Again, this is just the rumor I heard. Who knows what the real plan is, or would turn out to be in reality anyway. But if what I heard is true (it may not be), it probably wouldn't even require changing text tags on the radios... just using the TAC channels differently.
