Tonight after 10:15pm the frequency became active with a lot of DMR transmissions. I have no clue who it is because ALL transmissions are encrypted.

It is most likely the Grainger County Linked DMR System. It has three repeaters: Joppa, Rutledge, and Short Mountain. 460.125 MHz with a Color Code of 7 is one of them. 453.625 MHZ and 453.6875 MHZ are the other two linked repeaters also with a CC of 7.

The Joppa repeater used to have very strong coverage outside the county, but it got weaker sometime in 2023.

Law enforcement uses Talkgroup 10 on Slot 1. They have always used RAS, but they switched to encryption last year.

I am not sure about the other talkgroups, but EMS has been heard on Slot 2 using Talkgroup 80. I heard EMS is encrypted too. I only confirmed the Law Enforcement encryption.

Thanks, Zach. That may very well explain it then. Before I was getting the signal much better toward Sevier County, when I was in my car. Tonight about 10:15 the propagation must have gotten good until a little past midnight, as I was getting all kinds of transmissions. It's sad that so many of the agencies in Tennessee are going encrypted.

It's sad that these FBI and DOJ mandates scare state agencies about this when so many other Fed vs State it's State does whatever they want and sue the Feds wokist stuff. If your gonna poop then poop all the way.

The only DOJ mandate I've seen in writing was California DOJ, related to voice traffic

Yes, the FBI/NCIC has mandates on CJI flowing in networks, but that is not voice
