It is strange that none of those frequencies appear to be licensed and don't show up in CAPRAD, then I remembered a while back there was a VHF P25 trunked system that was running for a while. I think somebody figured out it belonged to EF Johnson in Irving. Maybe this one is theirs too.

This is probably licensed under the TX block license and won't show up in the dB. I'm trying to find out a bit more about specific frequency allocation, but here is the original Public Notice:

That tower number may also be a clue. It shows Zone 20, Tower 20. This may indicate a MACOM P25 system. Perhaps this is the DFW Airport 700 MHz site.

Yeah, I just heard "testing on OpenSky", "testing on EDACS", "testing on P25", tg 55002.
