It amazes me...There have been enough problems reported with the Open Sky systems that I can't fathom why people keep dumping money into them. MA/COM must have some of the best sales people ever known to man. Thanks for the info....

Keep in mind that Harris is currently building a VHF/800 hybrid system for DCNR because they could not get the STARNET 800Mhz system to work reliably where DCNR needed it most (in the big woods). The compromise solution is a combination of STARNET 800MHz equipment (mobiles/bases) and VHF narrowband equipment (portables and fixed repeater sites). That sure doesn't sound like what Tyco / M/A-COM / Harris promised back in the day.

hate to say

It's terrible to say it BUT it's going to take a Trooper to get hurt or killed to wake people up...Then there will be calls for an investigation of a bloated radio system, which was flawed from the start.
Why u say? The orginial requests for proposels called for three OPERATING systems by each vendor. Ma/Com put the data system used by Fed Ex TWICE and then the Orange County California Transit system. The problem: the state wanted to see OPERATING systems. At the time of the applacation the radios were NOT in the O.C.T.S. buses, yet this was passed off as an OPERATING system!

I work often with state police and most Troopers don't even carry a portable radio when out of the car and if they do its the VHF radio not the Open Sky or scam what ever its called now.

Every time ask them how they like get mostly BAD feed back or they just shake heads.. Never really herd communications direct since they use VHF or even cell phones to contact station.

Lets see what happens. For a County or City to even think of getting on line with them they should have a decent budget put aside.

Same crap in Oakland County, MI which has been working on going to Open Sky since 2002. By 2004 the system was supposed to be operational countywide. Today they are maybe 40% into the roll out (transition). It's been problems with hardware, software, dead spots, consoles, etc. Officers have said they to have no confidence in the system. Other complaints:

Lost calls (corrupted packets causing calls to be dropped or garbled, etc)
Occasional R2D2 voice
Dynamic deadspots (no they don't stay the same)
Calls received at different times (if you're in a room with other radios, they will not receive the call at the same time, you won't be able to hear)
If you turn down your portable it will automatically go to mute
Portables will stop receiving, if you're out of car you won't know dispatch is calling
Can't get the air if someone else is talking
Wouldn't work in recent foot pursuit due to noise (running, wind)
If you don't hold the mic close enough to your mouth you won't be intelligible
In-building coverage is fair to poor( that was a selling issue of this system- supposed to provide excellent in building coverage)
Then there are local dispatch issues, they combined a couple of cities on a dispatch channel and there exists confusion as to who is talking (which city)
Surrounding counties have switched to the state Motorola P25 system with no problem and we're still chasing bugs with Open Sky eight years later, system is tens of millions over budget already
* To cover dead spots they want to bilk the tax payers more on their phone bills to build more towers, all the dead spots won't even be known until the system is fully deployed countywide.
*Many agencies are not switching to the system due to all the problems
Officer complaints fall on deaf ears
Now there is talk that all the Open Sky dispatch consoles have to be replaced by 2012 due to re-banding.
Local FD used system for one week, first house fire and the system failed, wouldn't work with all the background noise, they went back to VHF, now they worked on the issue and are using both Open Sky and VHF
System users are discouraged from speaking out, the county keeps saying the system works fine. One officer started a facebook page, but they need to do more: Open Sky Radio system sucks! | Facebook

So it's the same crap here. We're stuck with this garbage for at least another ten-twenty years. Thank God for cell phones.

Harris bought into this broken sky system. Harris has always been a P25 proponent. At some point they will announce an end of life for this stuff that has not ever worked correctly. One of their selling points I am sure is that there is no scanner can monitor it.

Oh yes, I talked to some guys at a local FD and the fact it can't be monitored by a scanner was made to clear to all personnel from the chief down to the volunteers. It was a major selling point.

New York was intelligent enough to pull the plug on MA/COM when they did. Yesterday, Fogelsville (Troop M) was entirely on VHF. Guess STARNET was down.

What if you got a shop to sell you a MA/COM portable with the proper frequencies in it, but had the transmitter disabled, and use that as a scanner? Any legal issues with that? Cost makes it a bit of a stretch...but...
