Morgan County MOSWIN/Conv. FM

I've noticed that Morgan County seems to switch back and forth from MOSWIN talk group to the conventional NFM repeater.
I didn't notice it, until Sunday. Does anyone know if they getting upgrades, or is system down? Or is it just randomly done?

Do you have 2 scanners to check if they have the same audio on MOSWIN and conventional?

I'm not sure. Its been a couple days now since I've heard them on the MOSWIN tg...yesterday and so far this morning only on NFM.
I only have the HomePatrol2 scanner, but I have both in it. Its just the Sheriff's Dept that is in question.

When they do their "stings" for arresting the non compliant sex offenders they still use the encrypted FM, or cellular...
Warrants being served, I heard last month on MOSWIN but was not encrypted...most times it is...
Up until like Sunday all regular radio traffic has been on MOSWIN. And, I'm not sure how many talk groups the county has.
