The plan B comment by @RocketNJ got my attention. This is because for some time I consider rocket as a solid source.

Low and behold I found license modifications. It appears that a new 13 site simulcast LSM 700 system is being planned. BOLO and make your discoveries here please.

I will build a wildcard system and treat it as one system. When up that way I will take a look from time to time.

I would love to know the deliberations about past or future considerations of NJICS like Union County.

I don't mean to throw cold water on your thread, but they've been planning this for years and have had those licenses since 2016. The applications are only to extend the slow growth period until 2022, no other changes.

Their 700 MHz cell has been discussed here in the past, and to no surprise the thread went off the rails.
