It has the most information, easily searched, and also has a good mix of knowlegeable souls willing to share, and also enough what some might call wackos' to keep it interesting and relevant---

I think they mean RadioReference.com - Scanner Frequencies and Radio Frequency Reference

There are other websites out there but I find them to be out of date and don't have the capability to download to a scanner.
