Moto Programming Question

I live in Clay, AL and just purchased a HT1250 for Fire Dept use. I am going to see if a neighboring department can program the radio for me. If for some reason I cant get them to program it for me can I rely on anyone in the Jefferson/Blount/St. Clair County area to program it for me if I provide the information? I have the software if anyone has a programming cable I can buy from them or borrow?
