What exactly does the monitor function do and is it recommended to be turned on?

To anyone looking to acquire commercial radio programming software:
Please do not make requests for copies of radio programming software which is sold (or was sold) by the manufacturer for any monetary value. All requests will be deleted and a forum infraction issued. The various other vendors often permit their dealers to sell the software online (i.e., Kenwood). Please use Google or some other search engine to find a dealer that sells the software. Typically each series or individual radio requires its own software package. Often the Kenwood software is less than $100 so don't be a cheapskate; just purchase it.
For M/A Com/Harris/GE, etc: there are two software packages that program all current and past radios. One package is for conventional programming and the other for trunked programming. The trunked package is in upwards of $2,500. The conventional package is more reasonable though is still several hundred dollars. The benefit is you do not need multiple versions for each radio (unlike Motorola).

Monitor disables the PL tone and opens the squlech so you hear static. This feature is to be used when you are hearing a very very weak signal or you want to temporarily stop the radio from needing the correct PL tone to pass audio.
Don't leave it on all of the time though, when there is no traffic, all you will hear is static.

You can also set it up to be silent so you don't hear the static. Lots of fire departments have it set up as silent to drop the PL tone when you using a channel like NC State fire(154.280) when needed . Most counties in NC have this but use different PL tone for each county and you drop the PL when you are training with another county if needed you have that option.

The monitor function on the cdm's only disables the PL tone. It doesn't open the squelch. At least not on any of mine. You can program a button for the "open squelch" function if you like to hear some staic.

That's interesting... On my HT1250 you can select what the MON button does - either open the squelch or just disable the PL
