Motorola radios on Scrrs

Is it just me or does it seem like there are people in the county that actually have Motorola radios on the county system/city system, i could be wrong but yesterday i witnessed a white male adult carrying and listing to an Mts2000 model 2 radio and i could have sworn it had sheriff channel two broadcasting very clear. Now the reason i bring this up is because he does not seem to be a county employee to my knowledge and did not have any id or descriptors of a law enforcement officer.Just curious is all

Could be an off-duty employee.

Users of SRRCS with radios range from paper pushers and electrical technicians to transit employees and cops.

There are alot of users on the scrrs. But I have also come across a few folks in the past year who have Motorola radios programmed to work on the system but they only receive. I don't know but that seems like an expensive scanner to me!
